A visual, is worth a thousand words. A picture file, no doubt, enhance the look of a page, but it is not advisable to go overboard in filling a page with a plenty of images. Even today, most netizens use a dial-up connection, and the average time to load a page should be no longer than 5-8 seconds. If it's longer, the visitor will most probably click away elsewhere. So, roughly, keep the aggregate page size less than 30k.
Another important point to note is images are not embedded in the code and doesnot come as a single piece, the browser has to make individual requests to the server, which adds the more load on the internet connection, so on the whole, it slows down the loading time of a page.
While using the images for navigation, please give a second thought. If they are absolutely necessary then only use them with proper optimization and try to make them re-usable. Couple of other important tags are Height and Width, without these the browser cannot allocate required space for each images, this results, while downloading the images, browser will re-adjust the page, which in-turn irritates the visitor.
Modern browsers offer users a choice to turn off images. This gives an idea of how troublesome the unwanted images could be.
Navigability & functionality are more important than artistic excellence. It is useless to make your website a masterpiece, if users cannot navigate and get the information they are looking for. This will force the visitor to leave the website from homepage itself.

Table and Display Issues: If you design your complete page in a Table tag, the page cannot render as it downloads. You might have notice this on several websites, as there will be no activity for a long time and the complete website displays at once. Try to split the table into multiple small tables, based on the content and text structure like page header, and few navigation links under one table, and body text under another tables, etc., this prepares the visitor entertained and for the long wait ahead, as well as keeps them from leaving your site to go to other sites, in case of a slow connection.
User is the casualty of the ongoing browser wars. As a designer you should stay away from all browser-specific functions. Because certain features are supported by one browser, they may not be supported by another.
Fonts: The font "Futura Light" that looks so amazing on your computer may be replaced into plain old Times New Roman on your website visitors machine. He does not have the font installed on his computer and there's nothing you can do about the situation, sitting halfway across the globe from them. To avoid this, use only default fonts of the operating system. If you are particular of using the stylized fonts then, make fonts into an image and put that on the page.
Widely appreciated new website design trick is guiding the visitor across all possible paths within the website. For example:
Home > Section > Subsection > Page
This is such a handy way to inform website visitors where they are!
Plug-ins : Another dangerous pitfall in website designing is "Plug-ins". As a website designer, you are free to use them but, they should be easy to find or popularly used one, something like Flash plug-in is dynamically installed or alerts the visitor to download the install on their computers (all the latest browser have the flash plug-in in built).
The moral of Plug-ins : Use it, but with discretion.
META Tags : Meta Tags, helps the search engines to locate your website. Search Engines heavily rely upon the Keywords & Description Meta tags to populate their search database. The page description should be a small, meaningful summary of the whole.
